Mark R. De Yoe is originally from Saddle River, New Jersey. His father, Charles P. De Yoe was also an attorney. Mark enrolled in to the University of Northern Colorado in 1974, and obtained his B.S. in Political Science there in 1978. In college Mark was a four year varsity member of the University of Northern Colorado ski team.

Mark enrolled at the California Western School of Law in San Diego, California, graduating in 1982 with a Juris Doctor degree. After law school Mark sat for and passed the Colorado Bar exam in 1983. After practicing for a year in Boulder, Colorado, Mark sat for and passed the California Bar exam in 1985. In 1986 Mark opened his law office in downtown San Diego. Since that time Mark's practice has been devoted to the defense of those accused of driving under the influence.
